Why does Russian Explosive Reactive Armor not explode?

There are many photos of burnt out Russian tanks out there that have - at least visually - explosive reactive armor bricks / elements that seem to be intact. The question why is this the case? Some people point out that the explosive elements were missing, but upon minor investigation this likely does not seem to be the reason. In this video we look at how explosive reactive armor works, we also look at Soviet / Russian Kontakt-1 and Kontakt-5 explosive reactive armor.
